Fresh tensions are emerging between Washington and Havana after former Cuban President Raúl Castro was indicted by U.S. federal prosecutors over the 1996 downing of two civilian aircraft — a move critics say could further strain already fragile relations between the United States and Cuba.
The indictment, announced this week in Miami, charges Castro and five others, including former Cuban MiG fighter pilots, with murder, conspiracy to kill U.S. nationals, and destruction of aircraft in connection with the fatal shooting down of two planes operated by the Miami-based exile group Brothers to the Rescue.
